The short answer
Every shipment stands on its own: registration status, import/export licences, destination rules, transport documents — this page lays out the rules.
01
Wholesale Basis Is Not a Universal Permit
The WDL establishes our licensed wholesale basis in Hong Kong, but it is not a master key — the licences each medicine and each shipment require are handled separately, by category and registration status.
02
Review Every Shipment
Imports and exports generally need their own licences, with invoices, packing and transport documents in order; a smooth previous shipment does not clear the next one, and destination access must be confirmed as well.
03
PLAMMS Boundaries
For unregistered medicines re-exported through Hong Kong, PLAMMS eligibility can be assessed — yet even when eligible, per-shipment import and export licences still have to be obtained.
04
Re-export Is Not Automatically a Transhipment Exemption
Re-export and transhipment are legally different things: definitions, control and licensing all differ. Passing through Hong Kong does not grant a transhipment exemption; the actual route and documents decide.
